The Local Government system has been hit with severe set-backs which is hindering the progress Ghana needs to experience in terms of all developments that is to be done at the District Level.

Local Government was established to ensure effective administration and management of the various District Assemblies through a properly outlined delegation of powers by the Head of State of Ghana.

To that effect, Local government is made up of the

(1) Regional Co- ordinating Council

(2)Four- tier Metropolitan

(3)Three -tier Municipal or District Assembly structure which comprises of;

The Metropolitan, Municipal and District Assemblies. A minimum number of 250,000, 95000 and 75000 people are found respectively in the various District Assemblies mentioned.

In addition, the Local government has a total of two hundred and sixty-one Districts which includes a hundred and thirty-eight ordinary districts, One hundred and seventeen municipal districts and Six Metropolitan districts.

“Clearly, the Local government has an important role to play in Ghana’s quest to motion from a developing country to a developed country,” Jacob Menkah iterated.

Therefore, the Local government Act (Act 462) of 1993 reinforces the constitutional provisions regarding it significance in terms of decentralization of powers.

The primary functions of the Local government is:

(1)To perform deliberative, legislative and executive functions.

(2) The collection of local levies to generate income

(3) To enroll political and administrative authority

In Local governance, the District Assemblies are mandated to prepare their budget for every year. However, the challenge is, the District Assemblies have failed to realize that they are responsible to the citizens in their jurisdiction not the central government therefore, the budget should seek to address the pertinent issues affecting the local folks.

Challenges hindering the progress of Local government:

(1) Human Resource challenge:

In most situations, The appointment of head of District Assemblies are not being done in the right procedures. Since all power lies in the President to appoint, most often than not, people are not appointed to man this important office on merits but on party lines an this hinders the the proper management and administration of the assembly.

(2) Corruption:

This is also a major factor hindering the progress of the institution in terms of the management of it day to day activities. Accountability in the Local government is very oblique. More so, most budget prepared by these assemblies depict an avenue for splurging.

Yet, citizens go on the street and demonstrate about the bad state of their inter-connecting city roads, inadequate water supply of water and several other problems making life very uncomfortable for the citizenry.

Meanwhile, Local government show little or no concerns to the issues, taking the tangent of “It’s in the pipe” is all they do. Local government has shown over the years that, all the internally generated funds they are able to secure from the various community folks isn’t capable of under-taking any developmental project in the communities.

It is long over due for District Assemblies to wake up from their slumber and be up and doing. Once they activate their efficiency and efforts to make our communities a better place, Ghana will become a better place.
