Meet President Mahama’s First Set of Ministerial Nominees for 2025

President John Dramani Mahama has submitted his first set of ministerial nominations to the Speaker of Parliament in accordance with Article 78 of the 1992 Constitution. The nominees, carefully selected to spearhead Ghana’s developmental agenda, include distinguished professionals with extensive expertise in their respective fields.

The nominations are as follows:

1. Hon. Dr. Cassiel Ato Baah Forson – Minister for Finance Designate

2. Hon. John Abdulai Jinapor – Minister for Energy Designate

3. Hon. Dr. Dominic Akuritinga Ayine – Attorney-General and Minister for Justice Designate

Profiles of the Nominees:

Hon. Dr. Cassiel Ato Baah Forson


Dr. Forson is a seasoned economist, chartered accountant, and tax practitioner with a wealth of experience in public finance, macroeconomics, fiscal policy, and business management. A five-term lawmaker, he holds a Ph.D. in Finance from the Kwame Nkrumah University of Science and Technology (KNUST) and Master’s degrees in Taxation and Economics from the University of Oxford and KNUST. His academic journey began with a Bachelor of Science in Accounting from London South Bank University.

Hon. John Abdulai Jinapor


A dynamic expert in energy economics, Hon. Jinapor is poised to transform Ghana’s energy sector. With academic credentials including a Master’s in Economic Policy Management, an MBA in Marketing, and an MSc in Development Finance, his qualifications underscore his preparedness for this critical portfolio. Hon. Jinapor also holds an MSc in Energy Economics from GIMPA and a postgraduate diploma in Finance and Financial Law from the University of London.

Hon. Dr. Dominic Akuritinga Ayine


Dr. Ayine is a senior lawyer with over three decades of experience. A former Deputy Attorney-General and Minister for Justice, he is the founding partner of Ayine & Partners Law Offices. He holds a Ph.D. in Law from Stanford University, an LLM from the University of Michigan, and a Bachelor of Laws degree from the University of Ghana. Dr. Ayine has also served as a lecturer at the University of Ghana Law School.

This announcement is seen as a bold move by President Mahama to bring competent professionals into key ministerial positions to tackle Ghana’s economic and energy challenges.
