Hanna Louisa Bissiw was on born 23 July 1972 in Techimantia, a town in the newly created Ahafo region of Ghana. She attended Kumasi Girls Secondary School for her senior high school education before receiving a scholarship under Rawlings to study at the DVM, Agrarian University of Havana, Cuba, where she earned her veterinary doctorate in 1999. After arriving home in Ghana, Bisiw worked for veterinary clinics and on joint projects with Cuba. Additionally, she was employed by West African Fisheries as a Quality Control Manageress.

She started participating in politics in 2008. She advanced from serving on the National Democratic Congress (NDC) Manifesto Committee in 2008 to holding the positions of Deputy Minister of State (Ministry of Water Resources, Works and Housing (MWRWH)) in 2009, Deputy Minister of Food and Agriculture in 2012, and Member of Parliament for Tano South in 2017 (all positions held concurrently).
