Phakeng was born in Eastwood, Pretoria, to Frank and Wendy Mmutlana. Her mother returned to school after having her three children complete Form 3 as a prerequisite for obtaining a Primary Teachers Certificate and beginning her teaching career.
Her father was one of the first black radio broadcasters for the South African Broadcasting Corporation (SABC).
Phakeng started school at Ikageleng Primary in Marapyane Village and Ikageng Primary in Ga-Rankuwa in 1972.
She went to Hebron High School, Odi High School, Thuto-Thebe Middle School, Tsela-Tshweu Higher Primary School, and Tswelelang Higher Primary School.
